Q. I hired a GC to perform a lot of work on my home, we had 2 large projects. One was a custom home on our property and one was an expansion on our pool area. On the first project, we had the plans drawn up but we decided not to move forward on the project at this time due to the economy, we have paid about $6,500 on the project and he is still trying to charge us the 10% which is about $12,500. Can he do this? On the 2nd project, expanding the pool area, he built a retaining wall that is over 3' tall without a permit which is now falling and the concrete that was poured to expand the existing concrete is now sinking. The whole project was costed out to be about $13,500.
